Delex CSA Senior Consultant: Dick Diamond
Dick Diamond is an internationally renowned leader in maritime strategic planning, wargaming, and corporate level new business development. At Raytheon Integrated Defense Systems, he played the role of Corporate Strategic Planner, Market Analyst, thus serving as the principal corporate analyst of national security trends and new business opportunities. He led new CONOPS development, strategic pursuit planning, and competitive assessments. He formulated regional and country business strategies; conducted international negotiations; and liaised with potential overseas business partners, global military customers, and foreign government officials. As Strategic Analyst for Raytheon, he facilitated the CEO's top external Strategy Advisory Board, orchestrated all studies and drafted board's written recommendations, and essentially acted as the "eyes and ears" of the corporate leadership for national and international defense issues and trends. During this period, he also participated as Adjunct Fellow of Center for Strategic and International Studies (CSIS) in numerous panels, published studies, and think tank activities.
Before his time at Raytheon, he served as Manager of Navy Surface Programs for Hughes Aircraft Company, thus acting as primary corporate interface with U.S. Navy/U.S. Marine Corps/Joint Staff/OSD.
While serving in the government as Deputy Director and Acting Director, Strategy and Policy Division, Office of the Chief of Naval Operations, he managed a staff of more than fifty naval officer policy specialists and regional experts, developing and marketing broad and specific organizational strategic plans and policies affecting Navy and Marine Corps personnel. He frequently acted as official U.S. Navy spokesperson to diverse Washington arena think tanks, Congressional staffs and commissions, foreign delegations, press, academia, and other military services.
In the U.S. Navy, Mr. Diamond served as Commanding Officer of the AEGIS Guided Missile Cruiser, USS Bunker Hill (CG 52), home ported in Japan. Awards included Best AEGIS Cruiser in the U.S. Pacific Fleet, CIA Tech Intel Award, Best Fiscally Managed Command Afloat, and U.S. Navy's Most Requested by Name Enlisted Sea Duty Assignment.
Mr. Diamond is actively involved in significant Navy, Marine and OSD wargames, simulations and policy/concept development seminars. His abilities were honed during his former position as Senior Executive Wargamer, the sole Navy member of an elite wargaming cell conducting futuristic national security wargames for Senior Defense Executives and reporting directly to Chairman, Joint Chiefs of Staff.
Mr. Diamond graduated with a BA in History from the University of Dallas, an MA in Diplomatic History from Tulane University, a Certificate from the U.S. Army Command and General Staff College, and a National Security Fellowship from the John F. Kennedy School of Government, Harvard / Fletcher School of Law and Diplomacy, Tufts University. He currently serves as Regional Director for the U.S. Naval War College Foundation.
